(一)近年來我市特殊教育事業發展情況。2010年4月，我

　　市召開全市特殊教育工作會議，市政府辦公廳下發了《轉發市教

　　委等八部門關于進一步加快我市特殊教育事業發展意見的通知》

　　(津政辦發〔2010〕46號)，市教委印發了《關于實施〈天津市

　　特殊教育學校現代化建設標準〉的意見》(津教委〔2010〕36

　　號)。我市完成了各區縣特殊教育學校改擴建和新建工程，全部

　　達到《特殊教育學校建設標準》(建標156-2011)。按照教育部

　　的義務教育階段三類特殊教育學校(盲校、聾校、培智學校)教

　　學與醫療康復儀器設備配備標準，為各區縣特殊教育學校配送儀

　　器設備。對全市特殊教育學校教師、校長進行了全員培訓，組織

　　開展了全市特殊教育學校教師職業技能大賽。到2012年底，我市

　　特殊教育學校全部完成了達標建設任務，并通過教育督導驗收。
